While no specific schools have been identified for closure at this time, district leaders have indicated that such closures are anticipated. Dr. Rachel French, AISD’s Director of Planning Services, has highlighted that, despite the reluctance to close schools, it is considered the best course of action for the district’s current circumstances. The AISD has already made significant cuts, slashing $63 million in non-campus expenses this year; however, the district continues to grapple with a budget deficit exceeding $100 million.

Without prompt intervention to address the financial issues, AISD risks depleting its savings by 2026, which could lead to severe consequences such as emergency borrowing, employee layoffs, or even a state takeover. Consolidating schools is seen as a way to enhance the distribution of staff and financial resources, aiming to ultimately improve student support and academic opportunities.

Evaluation Process for Consolidation

AISD plans to implement a two-part “consolidation tool” to assess schools for potential consolidation. This tool will evaluate factors including building utilization rates, cost per student, facility conditions, transportation accessibility, academic programs offered, and the overall impact on the community. A preliminary list of schools that may be affected by the proposed consolidation is expected to be published in the fall, ahead of a final vote by the AISD board.

The board of trustees is set to cast their vote regarding school closures on November 20, 2023, with any resulting closures slated to take effect in August 2026. Community engagement is an essential element of this process, and parents, staff, and community members are invited to participate in a feedback survey, which will close on June 6. The input collected will be crucial in shaping the criteria used for evaluating the schools.

Community Concerns

Concerns are surfacing among parents and staff regarding the transparency of the consolidation process and whether closures will genuinely lead to financial savings. Community members remember past school closures, specifically those enacted in 2019 that predominantly affected low-income communities of color, and worry about the equity implications of potential further closures.

Parents and educators from Dobie, Webb, and Burnet middle schools, which have received low accountability ratings, have expressed vocal concerns about the proposed closures and the swift turnaround plans being imposed by AISD. Superintendent Matias Segura has indicated that several options are being considered for Dobie Middle School, including permanent closure, temporary closure, or the introduction of a charter school. Many parents fear that the closure of Dobie Middle School would negatively impact their community and lead to a loss of vital academic programs.

Future Planning and Resource Management

AISD is working to address the district’s resources more effectively, noting that approximately 25,000 seats currently remain unfilled across the district. This measure aims to balance school capacities better to manage educational resources efficiently.

Additionally, a green space is proposed for the site of the former Sims Elementary School, which was closed in 2021, highlighting the district’s ongoing transitions in preparing for a sustainable and equitable future.

As the consolidation process unfolds, AISD will continue to engage with the community to gather feedback and ensure that the needs and concerns of all stakeholders are considered in the decision-making process.
