Addressing the need for more navigation centers in the city, which currently has only one full-service facility – the Sunrise Navigation Center, the proposed plan strives to establish additional centers to facilitate assistance for the homeless population. To date, the city has invested in creating nearly 1,500 beds in the homelessness response system; however, there is currently only one shelter bed available for every five unhoused individuals.

Current efforts to alleviate the situation include adding 100 beds at Camp Esperanza and developing 50 new medical respite beds in collaboration with Central Health. A grant application has been submitted to the state aiming to potentially fund up to 400 additional beds at Camp Esperanza to address the growing demand.
